• Nach den Kriegen in Ex-Jugoslawien (1991 bis 1999) war die Hoffnung der Bevölkerung auf eine bessere Zukunft riesig. Das gilt vor allem in den beiden post-jugoslawischen Staaten, die am meisten gelitten hatten und die seit Kriegsende unter direkter Verwaltung der internationalen Gemeinschaft stehen: Bosnien und Herzegowina sowie Kosovo.
  Die internationale Gemeinschaft – allen voran USA und EU – hat beschlossen, diese beiden neuen europäischen Staaten großzügig zu unterstützen. Die Finanzhilfen für Bosnien und Kosovo sind die größten in der Geschichte der Menschheit. Tausende Spezialisten wurden dorthin geschickt, um den lokalen Politikern und Bürgern zu helfen, moderne demokratische Institutionen aufzubauen.

  Doch 21 Jahre nach Ende der Kämpfe in Bosnien und 17 nach Kriegsende in Kosovo ist die Bilanz katastrophal: Die Bevölkerung ist verarmt, die Arbeitslosigkeit gewaltig. Und: Unter den Augen ausländischer Diplomaten, Richtern und Polizisten wurden Bosnien und Kosovo zu den korruptesten Staaten Europas.

  Rüdiger Rossig und Zoran Solomun zeigen, warum die ambitionierten Pläne der internationalen Gemeinschaft in ihren Protektoraten auf dem Balkan so unrühmlich gescheitert sind – und wohin die Hilfsgelder verschwunden sind. Zudem bringen sie alarmierende Informationen zu den Folgen dieses Fiaskos: sowohl in Bosnien als auch in Kosovo hat der Einfluss der fundamentalistischen Version des Islam beunruhigende Formen angenommen. Es ist unklar, ob dort die EU den größten Einfluss hat – oder vielmehr Saudi Arabien und die Türkei. Und auch die anhaltende Auswanderung vor allem junger Bürger nach Westeuropa gibt keinen Anlass zur Entwarnung: Allein 2015 wanderten 60.000 gut ausgebildete Bosnier aus.

• Bosnia and Kosovo – Europe’s forgotten Protectorates

  After the wars in former Yugoslavia (1991-1999) the hope of the people for a better future was huge. This is especially true for the two post-Yugoslav states that have suffered most after the war, both are now under direct administration of the international community: Bosnia-Herzegovina and Kosovo.

  The international community, in particular the USA and the EU, has decided to support the two new European countries in a generous manner. The financial aid for Bosnia and Kosovo is the largest in the history of mankind. Thousands of specialists were sent there to help local politicians and citizens to build modern democratic institutions.

  However, 21 years after the end of the fights in Bosnia and 17 after the end of the war in Kosovo, the result is catastrophic: the population impoverished, unemployment is huge. Under the eyes of foreign diplomats, judges and policemen, Bosnia and Kosovo became the most corrupt countries in Europe.

  Rüdiger Rossig and Zoran Solomun show why the ambitious plans of the international community in their protectorates in the Balkans have so ingloriously failed – and where the relief funds have disappeared to. Alarming information about the consequences of this fiasco surfaces: both in Bosnia and in Kosovo, the influence of the fundamentalist version of Islam has taken up disturbing forms. It is unclear whether the EU has the greatest influence – or rather Saudi Arabia and Turkey. The continuing emigration of mainly young citizens to Western Europe does not give reason to the all-clear: in 2015 alone, 60,000 well-trained Bosnians emigrated.
